The player city portals are now able to transport you to all the major
non-player cities (Shadowkeep, Rilynttar, Lorenchia and Calythien).

They are also able to transport you to your start location, but such
an unstable teleportation requires great effort, and consequently drains
the person who attempts such a voyage.

This should be active after the next reboot at the latest.
