I implemented two "features":

1. Non-rebirthed players below level 10 are limited to
talking (and emoting) on newbie and party channel.

2. Approved newbie helpers and wizards can 'purge' a
non-reborn player below level 10, who has less than
12 hours of gametime, out from the game and ban the
player for 30 minutes. Use of the command leaves a
logentry, and the command should ONLY be used in cases
of obvious flooding (or really severe trolling) in
public. Resolving other disputes with the 'purge' command
will lead to removal and/or loss of newbie helper status.

The features are experimental and may be disabled if abused or
if they are unwanted.
