Can we get a jail module in pcities 
In the jail, we can have jailkeepers that are similar to city guards except
that:
1) they generally stay in the jail 2
2) when a guard shouts from within the city, jailguards will begin to move
towards that room then drag the offending player as per bc guards to jail and
lock up for a time.
3) jail can be busted open if no guards in inside and the gates to the
prisoner can be picked or opened.
