1) Player city council members should be able to do 'owner list' on rooms
which ownerlist they aren't on.

2) Demolish/build commands etc should work from "outside" the city, that is,
on the first room when you enter cityblock from wilderness (the room being
forest or whatever the cityblock was built on) (maybe limited to council
members only?)

3) Bridges - maybe could buy stairs or some ladder so we could climb to the
bridge above (maybe it could be some exit that could even get a door)

I assume the player city code is messy (old at least), but with all these
newbie wizzes maybe someone could look into the player city stuff generally,
after all it's been the same since '99 or so. Someone said that we should be
able to buy shovel dispensers to cities (imo a good idea) - there should be
more stuff to make player cities more nice and cuddly and personal and whatnot
