approved HTC (Highbie Tax Collector) has been given a skeleton key to all
locks in your city. S/he will be responsible for liquidating the valuables
contained within the city in an attempt to save the city from certain
destruction by vengeful gods. Please be advised that the HTC is given broad
and far-reaching liberties as to the management of the city's assets. If you
receive a good hearted, experienced HTC your city may well be saved and its
coffers filled. On the other hand if you are assigned a cold blooded bastard
HTC your cities assets will certainly be looted and your city destroyed by
angry gods to boot.
