Woohoo!!!!

Got a downgrade for you all ;)

Some shipbuilders are aware that you can leave your workers alone for a while,
and your effective shipbuilding % will degrade while you're gone. Once this
degraded % drops below the minimum required, the workers stop working. Well,
there was a bug in the code, that didn't stop the work until your degraded %
reached 0. This has now been fixed.

Since I copied this code when I made the 'double shipbuilding' effect, you
will no longer notice quite as many of these speed ups occuring.
