If one were to have a scar for a set ammount of time that scar becomes perm,
your cha max then drops by a number (number the wizzies choose on, I would
suggest 2 points if not more)
Possibly have an age/lvl limit on this, don't really want newbies running
around with max cha of 46 or something.
