Mastering useable attack skills, such as push, kick, and pound, past a certain
threshold should grant a bonus to hit (not straight damage) with normal
attacks. Powerful skills, such as bladed fury, would require a higher level of
training for this advantage to be triggered. The more skills over their
threshold, the greater the passive bonus. I would suggest that the bonus be
quite small if only a few skills are so trained. Thus a maxed tigerpriest
would gain significantly less bonus than a maxed rangercrimson.

This change should benefit gameplay for several reasons. Rewarding the mastery
of "newbie" skills would be a nice thing to do for the actual newbies. It
would offer a potential enhancement for those who chose to be nomads of
smaller, high skill-max but less-uber races. It would (arguably) give some
greater distinction between the highly experienced crimsons, and the
min-maxers who just took the levels, parry, dodge, and combat sense. It would
in general discourage inflation a bit.

Hopefully this all sounds like a reasonable upgrade and would only take some
checking against a player's skill list upon login to implement.
