I supose it might be a bug unless an arch says it otherwise =)
I recall some commands/skills/spells were corrected in the past (by Gore?)
like summon since they were sensitive with the names and not anymore I supose
it coudl also be done with the bell command I hope telepaty works nice now =)

I made some changes at the mudlib-level so now most (all?) commands
should accept capitalized playernames just as well as lowercase names.
