Balance guild level requirements to be much more strict for every guild in the
game in such a way that one has to spend serious exp on the guild in order to
gain a max level. There are a lot of booned, inflated newbies like myself who
don't have any exp but still are bound to rock because of superior eq/stats.
Besides, it would only be logical if, say, cast generic 100% would be a
requirement for every caster guild's max level, and most popular spells to 90+
or racial max. I realize some people might abuse this by selecting a race with
lower skill/spellmaxes, but that is happening already.
