I should be able to change my rating of a post with the news rate
command...currently, if i rate an article, then try to rate it again, I get:
You have already rated this article.

Even if the new rating would be different from the original...

Nope you should not. As I said in inform post (will you ever read em? :P) you
can vote once per single article, and I intend to keep it that way unless some
really good reasons for it will be found to not to do it this way.
