How about removing the general area-tuner completely and "uptuning" the
personal tuner a LOT. Dunno how the tuner is done right now, perhaps the mobs
stay in some sort of personal data "filename : killamount" -form and
killamount drops by one once / boot(or whatever timeframe) until zero.

If that is the case or near it why not make the drop a lot slower so areas
stay in personal tune for longer while and general tuner doesn't mess things
up ?

And tuning exp-making is a good start, the "problem" still remains though, a
mass of plrs with a LOT of exp, as rebirth still is (or hopefully WAS if the
exp tune gets balanced out nicely) only a brief temporal solution :)
