use quick chant at (speed)
Slow: Carefully speak spells, reducing fumble chance.
Normal: Quick chant functions with current rules.
Fast: Speak the spell very fast, bringing greater fumble chance.
I don't expect this will be implemented due to balance paranoia, but I
figured, what the heck, why not.
