Perhaps a political system or event could be implemented.
If an event, \'Reign of Anarchy\'. Anarchy would run rampant in batcity where
there would be no law, no guards, monsters would roam bcity
killing/stealing/raping/pillaging etc until some goal, perhaps some city
official is rescued from the evil clutches of the demonic riot leader or the
riot leader is slain, is accomplished.
