How about an option for pcities to not take any income from
the shops, portal etc., and maybe halt any construction in
the city. In return of this the city wouldn't have to pay
any taxes.

If city wanted to become "active" again, there would be some
time period (month or something) until it would be changed
to prevent abusing.

I don't want to log on just to make cash for the stupid taxes!
