Fill the sky!
Make flying possible.
There's Conor and there's the golden dragon, but make airships, ridable
birds and other various methods of flying throughout the batworld.
High on the sky there'd be also various monsters, not least
the dragons, so always be prepared for aerial battles...
Rains and hails would of course make flying hard...
And getting your draught bird killed by exhaustion would
quickly get you killed too, unless you can fly on your own.
Just a quick idea
(Which might or might not have been suggested before too...)

could triple the total outerworld space - Not sure I'm too serious about this
though.
