ignore to show all ignores, not just the ones with messages, and possibly even
from players that are not logged in at the time

I'm pretty sure this will not happen.
I heard there was a reason for ignore to work like it does now.

Seems like a good opportunity to remind people of a portion of 'help player
killing' (straight from the file):
** IT IS NOT A VALID REASON TO PKILL A PLAYER BECAUSE
THEY ARE IGNORING YOU **

Admittedly, this does occur. At least one reason for 'silent-ignores' is to
reduce the chance of people finding out you are ignoring them. Probably are
even more reasons as well.
