Do disallow aggressive guards on the gates of pcities and remove or ban
players not obeying this rule. Especially when the reason is not good.

11 : tell lyth remove me from suburb guards enemy list
Lythlandria tells you 'give me a reason?'
9 : tell lyth give me a reason to keep me in there
Lythlandria tells you 'you were in party that summon killed me'
Lythlandria tells you 'you've never been friendly to me, this is enough.'
5 : tell lyth ehmm, i think thats considered a stupid and illegal reason
Lythlandria tells you 'I am not convinced by your arguments, you'll remain
enemy on guards'
