An example:
Pick some weapon, say a Slender. It has some weapon class (or some other
internal representation) we'll call it W.
Player X wants to use the sword. The sword has a tune such that if you are
worth less than 100million exp, the weapon class W is scaled downward
appropriately.
Same could be done with armours etc.
Things would be tuned (in theory) such that if you are high enough to obtain
said item, you get full benefit, but if you buy it, you get only partial
benefit.
