I know some of this should be posted directly to the coders of the quests but
still. There are quests on, that are once per boot. This truly counts out
people who cannot come from boot. And for the lq 43, elementalist, it shoult
be higher level quest truly. It's event based so players who wanna do it have
to stay really low level for long time if events not ran.
