Because we have players from many different time zones playing here,
it makes it difficult for players from certain areas to be on right
after boot. This means that all the items and quests that do not repop,
and are only available once per boot are simply not available to them.

One possible solution, would be to periodically have a reboot that happens
at midnight as well as noon. Say once per week, have a second reboot
which would give more people a chance to be on right after a boot.

And since I know many will say "just stay up all night, and party
after boot"... flame on.
