The problem I see with the idea is that it doesn't really do anything. People
reinc now for various reasons. Adding this change won't increase the number
of reincs (except in the example given by Blcksmith) and it might decrease
reincs because in cases when people get good skill/spell bonus's.

But even, that is not really a problem I guess it would just be a fact/result
of the tune. II think my main issue with the suggestion is that it doesn't
really add "spice", it adds variance which is a subtle difference. Race
guilds is an example of spice I think. Anyways, I've rambled enough it is not
a horrible idea or anything but I don't think the net result would do much
other than add a little gambling element to reinc
