Here are the descriptions of the behavior of four countries (numbered 1-4) and
the U.S. relations with four countries (labeled A through D). See if you can
match each country's behavior to the U.S. response to that behavior.
1) Country's government openly offers money to terrorists. Country signed the
Nuclear Weapons Non-Proliferation Treaty (NPT) and has not since made or
obtained a nuclear weapon (as determined by the IAEA). Country is not engaged
in any military activity, and its borders are routinely patrolled by U.S.
forces for signs of aggression.
2) Country's government and civilians covertly offer money, supplies and
training to terrorists. Country signed the NPT and denies rumors of nuclear
weapons research, and has conducted no nuclear weapons tests (an IAEA
investigation is ongoing). Country is not involved in a military conflict.
3) Country signed the NPT but backed out, openly admitting to making and
testing nuclear weapons. IAEA estimates the number of usable weapon in the
country at 0-20, depending on how many it has sold to other countries. Country
is not currently in a military conflict.
4) Country never signed the NPT and has made and tested nuclear weapons. IAEA
estimates the number of usable warheads in the 20 to 50 range. Country is
confirmed to harbor high-ranking Al Qaeda operatives. Country is currently in
a military conflict with a U.S. ally and home of many U.S. company's
outsourced labor and economic interests.
A) Country is attacked and burned to the ground.

Country is threatened with such phrases as "regime change" and "absolutely
defend our allies".
C) Country is largely ignored.
D) Country is considered a close ally.
In case it matters, the head of each country's government is also the absolute
ruler of the country's military and security (I hesitate to use "dictator"
when "non-elected president for life" fits much better), each country has
strict control over its media, and none of them recognize Israel as a country.
