How about being able to adjust your skill/spell speed somewhat, by paying
more/less sp/ep?
This could be separate skillspellability whatever, i.e.
cast identify at foo try faster
+50% spellcost, -25% rounds
cast identify at foo try slower
-25% spellcost, +50% rounds
or something, and maybe something similar with skills too. At least I think
it\'d be fun, shrug.

Basically, if you're trying to rush what you are doing, it becomes more
difficult.
So, in any case, if rushing or stalling was possible, it should also modify
your skill with whatever you were doing.
Rush your spellcasting by 25%, and you'll cast with 50% of your affecting
skills, something like that. Or take your time, double rounds, get some bonus
for skills...
However, this won't be implemented in any case, since it's silly.
