Actually, to separate the really tough guys from the rest, training level
blocks should be disabled from lvl 90 and up. Oh, and of course reincing to
higher level than 90 should only be possible if you already have been that
high level.
Finally, cut the lvl cost from 90-100 by 10% and call it an upgrade
