Although this whole pirate-related discussion is already out of hand and
mostly blown out of proportions (I don't think the situation is as bad as some
people would like to think. It _was_ somewhat worse in the old world, as it
was smaller, though.), I'd like to add my boring idea to the mess.

Agreed. It might be good, if there was some real incentive for pursuing and
hunting pirates. However, typically this might lead to a situation where the
incentives for being pirate, or part of navy would get up- and downtuned
according to the moodswings of wizards and mortal crowd.

So untill you find out solution which makes pirates
life more challenging they can keep shooting the fish

Agreed, at least to some extent. But on the other hand, as you said yourself,
there are only about 4-6 active pirates in the BatWorld(tm), and there are
maybe 10 times more mnavy/sailors (not that they are all active at the same
time).
So it's not really shooting fish in the barrel, unless the barrel is the size
of an small lake.

What about if a special kind of role-playing element (oh noes!) was introduced
.. if a pirate ship was sunk by mnavy/etc members, the pirate ship crew and
captain would get arrested and "jailed", and the ship "confiscated". Now, I
don't mean that the ship would be permanently lost, or that the captain would
have to idle in Arelium prison.
However, the system might be implemented so, that the ship could not be
summoned for certain time, and the crew might suffer other penalties to
reputation.
Dunno if this would do any good. And maybe there are some penalties already, I
don't really know how the pirate-part of sailors guild works.
