For the record, I did not "legalize" owning any area. However, what I did do
was make many of the citizens of Bat City valuable to the knights' guild. They
can get better skills and spells by protecting and helping them. Going out of
your way to kill monsters that are valuable to a guild is generally considered
lacking in class. It would be the same as trying to kill Ramona or Mithrandir.
Yeah, they have some eq, but you make life difficult for the guild members.

Part of the problem is that Bat City inhabitants don't seem to repop. I'm
working on that, which should take care of most of the problem. In the
meanwhile, try to show a little restraint in attacking random civilians. Some
of them are quest monsters, and shutting down a quest is also considered bad
manners.
