Some modifications to the stables:
-- stable owners may now set the fee for using their stables from 1,000 (min)
to 10,000 (max). Owners do not themselves have to pay the fee over 1,000.
-- stable owners may now prevent on a name-by-name basis anyone from using
their stables. This prevents them from storing a new mount, but not from
claiming or listing.
-- a mount stored over 3 months is subject to confiscation by the owners of
the stable if they so choose. All currently stored mounts had their timer
start today.

Changes take place at reboot. Thank Blnk for the impolite message that brought
