expand_nicknames Automatically expand nickname from 'nickname' command

on public channels.

Ok, that was funny, but didn't last long. Instead here's another little
something. On the channels where baturl doesn't work automatically you can
force it to create a baturl now, by prepending url with @http or @ftp. i.e.
@http://www.longurl.com/some/where/deep/in/the/website/page.html will be
auto-baturled on an ss channel from now on.

Keep in mind, that it will make the url and the channel name public on urls
list on the web.
