How did this player city tax thing go again?

How much had to be paid and at which date?
Arelium defence affected how?
What happens if one has unpaid taxes 1 minute before deadline?
How long will it take for unpaid cities to explode?

eligible to enter for the lottery...original date before the defense event was

All city taxes have to be paid by January 1st.
Arelium defense gives you the last month free (due taxes won't increase after
December 1st).
Absolutely nothing, I won't be checking till after the deadline.
Unpaid cities won't explode, what will happen will be decided based on the
city and it's inhabitants.

Yes this was the big thank you given to all of the city owners who acted upon
the big announcement months ago which said: Pay your city taxes through the
end of the year and you will be rewarded!... Some of us fools went out and
did just that... paid for all of those months, including December...

I guess the lesson learned here is don't try to do anything ahead of time!

Since I was the one who changed the rules about how much taxes were due, I
will be the one handing out refunds to those who overpaid.
