Hi,

Seems to me that if you have +spell % eq, it doesn't count towards whether you
are successful in casting that spell or not. It might count towards how much
the spell costs you, or maybe even how quickly you cast it; but from looking
at spells statistics over the last few weeks, it sure doesn't look like it
effects whether I fail or not.

Please take quick look, maybe I'm wrong but would be nice to know either way
