I honestly believe that if you bought furs, scales, etc. during the Halloween
event and used them to get +stats AND are getting those stats restored, you
should pay the people who you bought the mats from...to the best of your
ability.

Or just don't give those stat bonuses, then everyone (highbie or newbie) feels
the loss equally.

I have a feeling people who spend 10-30m buying furs/hides on Halloween and
got their cash refunded and kept the +stats will just rebuy them this Sunday
and get double bonuses for the cost of 1. (i.e. some people probably added +1
str to items in their Off-Set will not add +con to all the items in their
Def-Set for the price of 1).

Restoring necklaces/masks doesn't cause any unbalanced benefit or unjust
enrichment that I'm aware of.
