After looking over the current damage/repair formulae, I've decided to make a
slight change. Before, it was intended that you had to be out of combat for 10
minutes before you could repair - it seems this was bugging though from what I
heard.
Instead, I've changed it so that you can't have given an attack order in the
last 2.5 minutes in order to be able to repair. Thus, 'combat info' has no
effect, but 'combat ram' should mean that you can't repair for 2.5 min.
Therefore, you have a choice between offensive and defensive combat - perhaps
you can repair enough damage fast enough to reach that 10 min immunity time.
