For those who do ship-to-ship combat: you are probably aware that ramming
attacks do damage to the ramming ship, as well as to the ram-ee. The maximum
damage the ramming ship is hit with depends on how much damage it deals out.

As of now, that "splashback" damage is now capped based on the <base> amount
of damage dealt, not the final amount. So, if you have some ship feature which
grants you bonus ramming damage, you won't be penalized for it in the
splashback. Similarly, if your victim has some effect which reduces damage,
you won't benefit from it.
