As an idea to help with catching these new wily npc pirates, how about
reducing or eliminating the recharge time on 'ship scan'? I mean, if
we have sp/ep for it, let us burn them up doing that, maybe waiting
recharge if one or both get too low. As Zalcon said, chasing, ship scan,
etc can be pretty fast paced these days. Not being able to scan
at all, or getting limited scan radius if you havent waited long enough
was an irritation before, now it is more of an aggrivation.

Anyway, something else to think about :)
