I see no reason why reincers and rebirthers should have restricted telling
abilities if the argument for restricting offline telling etc is to avoid the
creation of haracters of purely spamming intentions. Make the restrictions be
based on online age rather than levels, or have the triggering mechanism
removed once it has been passed once in a previous reinc.
