Levelquests and areaquests now affect the amount of training points
you get. Training points from areaquests are awarded at level 31, as
are all lqs up to that level. Higher lqs give the training points at
their level. The amount of training points depend heavily on the
difficulty of the quests (see help training points). I also wen't
through the difficulties, and did some minor modifications to some
quests, but mostly they were unmodified.

This change is in effect immeditially for everybody who doesn't
yet have trainpoints (level 1-30 players). Others need to reinc
for this.

Naturally the levels give a bit fewer points than what they used
to, but players with many quests will notice a nice upgrade in their
training points.

Also, a minor bugfix. Recently when newbie stats were upgraded.
That raised highbie-stats too, this is now fixed.
