This is what is going to happen folks, it is not subject to change and
whining will only make things worse for you so do not do it. Please
read everything, ignorance will not be accepted an excuse.

As of today, the 20th of Aug 2007, all pcities have till January to pay
off their taxes (a little over four months). For those of you with four
months of prepaid taxes, you're done.

After January 1st:
* All pcities that are paid up will get a special item. The exact item
is yet to be decided and will not be announced till January 1st. And
be put in a lottery for a pcity wish scroll which will allow the
council of the winning city to have one wish (within reason) to affect
their city or all cities (new module, re-place the city, have a road
built, etc). Each city will get ONE ticket in the lottery. Cities with
extra taxes paid at this point will lose their money.

* Cities with unpaid taxes will be dealt with on a case by case basis.
The taxes will be paid in one way or another, and unpaid cities will
be punished with sanctions ranging from city income garnishing to
blocking access all the way to purging. Residents living in to-be-purged
cities will be given 12 months to move before the purge. 6 months
prior to purge, the city will become inaccessible from the overworld,
and will only be accessible to players whose startloc is inside the
doomed city. At any point during said process, the city can be brought
up to current with its taxes, and resume normal function. Additionally,
city owners or residents can arrange with Dralith for terms through
which the overdue taxes will be repaid in a reasonable amount of time.
