The file "help extortion" has been expanded to include such things as threats
of eq destruction, in addition to repeated pkills. Ultimatums backed by
threats to destroy someone's gameplay, WITHOUT a good reason, are extortion,
whether the target dies or not.

For example, if one mortal says to another "you will not participate in this
event, or I will use the Tiamat Box to destroy everything you own or get
later" that is a clear-cut case of extortion, even if nobody dies. It would be
a REALLY bad idea to do that with an event being personally overseen by an
active archwizard.
