Greets, like some of you might have noticed, skill training by using becomes
near-impossible after a certain level of skill is reached. This restriction is
now, on a trial basis, removed, and you have the same chance to train a skill
by using all the way to the racial maximum.

I'm monitoring how this goes, so if some mortal is nice enough to keep
statistics, please do. We probably WILL need a tune to the formulas, as the
original formulas were not planned for something like this.
