I'm not the guildmaster of course, but if you propose such a change it would
make sense to make a rough design of your vision of leadership system and post
it here, instead of "fixing somkinda different system". As you can understand,
the author of the code had his reasons to make the system exactly as you see
it now. If you don't like certain aspects, combine your thoughts togetherand
post them.

It seems that every high exp player who reincs into
tarm guild gets the lead. Is it the wish of our god
to have us lead by those who betray the guild and
blows like a flag in the wind? (in short reinc addicts)

I suggest a system based on guildage, guildlevel,
active playing (spell using) and you should at least
have been 2 weeks in guild (or re-reinced into it)

Guildage: hmm minage humble or devout?

Guildlevel: 25-30?

Active playing:
in guildage is a formula for our active playing.
We could use that again. Why you ask? Well so you
dont get lead if you have been active 15 month ago
and nowadays only idles. This way we can check if
you have right age AND still playing actively :)

I see a point with those players who dont play 24/7.
So we could do something like
--> activeplaying = activity / onlinetime
(within a weeks period?)
