Crossbows have enough driving force to put a bolt through flesh, bone, even stone and metal. A particularly well-placed shot might be able to get through all four -- and, as such, put a bolt through someone's foot and halfway into the floor. It's painful, debilitating, and keeps them from running away for a few seconds.
