Upgraded the plan engine a bit. Now I'm storing a personal quota
of fingers, trying to favour plans you hadn't fingered yet.

Won't guarantee 100% coverage, but should lessen the repetition
of plans alot. (There is 2minute interval in the changes, so you
still might get the occasional plan from somebody elses "quota").
